Public Library

The Toccoa-Stephens County Public Library dates back to the 1930s when the first public library was created in Stephens County as a Works Progress Administration Project, a federal program created to put Americans to work constructing public buildings and roads. The Toccoa Woman's Club, the Kiwanis Club, and the U.D.C. were instrumental in procuring books and funding for library programs and services.
 
The library has grown over the past decades into a current modern, state-of-the-art facility. The Toccoa-Stephens County Library is a Georgia PINES Library.

A program of the Georgia Public Library Service, Georgia Library PINES (Public Information Network for Electronic Services) is the public library automation and lending network for more than 275 libraries and affiliated service outlets in almost 140 counties.

PINES creates a statewide "borderless library" that provides equal access to information for all Georgians. Georgians with a PINES library card have access to materials beyond what is available on their local shelves and enjoy the benefits of a shared collection of 9.6 million books and other materials that can be delivered to their home library free of charge. PINES library cards are free to all Georgia residents; however, to access eBooks through Georgia Download Destination your library card will need to be issued by a participating library system.

The library is supported by the Friends of the Toccoa-Stephens County Public Library, a group of supporters and volunteers. The purpose for the organization is to  promote library programs and services. Members of Friends of the Library are representatives of the community with deep interest in enhancing library programs and services. Friends of the Library Board meets on the third Monday of each month at the library.
