Mr. Rutan has been with Stephens county for two years and supervises all departments, personnel, and general operations.  Mr. Rutan is a county administrator with a strong background in civil engineering.  He has over 16 years experience with the government sector and equal time with the private sector.  He graduated with a B.S. degree in Fine Art from Georgia State University, Atlanta Georgia, in 1983; with a B.S. degree in engineering from Southern Polytechnic State University, Marietta Georgia, in 1997; and is currently attending Gainesville State College obtaining a certificate in Geographic Information Systems.

He has spent over fourteen years as a department head in Henry County, Georgia where he directed solid waste operations, developed a strong background in public works projects such as sewer design, road design, and developed Henry County's Geographic Information System.  In his last ten years in the private sector as an engineer, his concentration was land and infrastructure development where he designed many residential, commercial, and industrial sites.  He currently provides administrative direction, as well as comprehensive civil engineering expertise to Stephens County.

Mr. Rutan is particularly experienced with public works projects, from general planning, roadways, water distribution, sanitary sewer, storm utilities, and storm water management facilities.  Mr. Rutan is adept with government planning, budgets, government administration, personnel management, and coordinating with other governmental entities such as federal, state, and local municipalities.
